    About 200 protesters with the climate change action group 350 Aotearoa were gathered outside Parliament to “unwelcome” Tillerson, following president Donald Trump’s decision to pull out of the Paris Accord.

    This is what happens when there is no one in government to manage the federal bureaucracy. The Secretary is all alone, no deputies, no undersecretaries, only 60% ambassador coverage. Very little institutional memory.
