    It's complicated
I was a fan of Pac back in the day. I wasn't allowed to listen to his music at home due to the adult language and themes but I would sneak and watch his music videos when moms was gone. There's no question that he was at the top of his game for about 4 years from '93 until his death. So many hip hop stars from this era are still alive today but they are legacy artists. They perform a few shows here and there and guest star on a couple verses on the albums of others but I can't think of any rapper who is still churning out hit albums. When an artists dies at the top of his game, I wonder if their creative output would've waned had they not met their untimely demise. Tupac was big though. So was Biggie. What would a Tupac album soundl like in 2019?

In terms of competing and topping charts among these new rappers on itunes, spotify, billboard, etc.? No.
I can see him, let many rap vets selling albums still (or whatever is considered "selling" these days).

I personally think Tupac was once talented artsy kid form the hood that got caught up in the fast life. Jada kind of hinted at this in an interview. His "thug" persona was more of a medium to get ppl to listen to his music and what he was saying also pushed my music executives/marking ppl.

I always wonder would he have into politic movements ie NOI, black panther, black lives matter, Colin Kap . Or lead a modern campaign to get his Aunt Aassata off "the list."

But to answers your question he would be more in-line with what his counterparts are today like Andre 300, Ice Cube, Snoop, Common etc.

Time has shown that you get a good peak at 10-15 years in the industry. A generation will grow up on your music. Then a new generation will come. You'll still sell but you've peaked.

He'd probably show up on a hot 16 as a feature but I can't see him or Biggie at their peak now. But who knows Jay Z is still in a good spot so it could have been possible or he'd have done a will Smith and jumped into the movies full time.
